Plant Protection Department (Vietnam)
Today's Plant Protection Department, formerly known as Plant Protection and Quarantine Department, was established on October 5, 1961 according to Decree No. 152 / CP of the Government Council.
In the period 1961 - 1970 , with the name of Plant Protection and Quarantine Department, it was sometimes merged with the Department of Crop Production of the Ministry of Agriculture; after a period of separation into Department of Plant Protection and Quarantine.
During the first 10 years of establishment, the Department of Plant Protection and Quarantine was unstable: the original office was located at No. 2 Ngoc Ha in the area of the Ministry of Agriculture.
During the destructive war of the US imperialism, the Evacuation Bureau in Ha Tay, in 1969 returned to work at 135 Nam Dong Street, now 149 Ho Dac Di, Dong Da District, Hanoi.
Initially, the Department had only a few departments to assist the Director: the steering department, the plant quarantine department, the general department and the administrative and administrative office. In order to timely direct the work of plant protection and quarantine, in 1966, regional plant protection stations and inter-provincial plant quarantine offices of the Department were established such as: Northwest Plant Protection Station, Viet Bac, Northeast, Coastal, zone 4; Plant Quarantine Department in Hai Phong, Hanoi, Lao Cai, Lang Son and Zone 4. In localities, there is a plant protection department in the cultivation room of the Provincial Agriculture Department.
From 1971 to 1981 , there was a time when the Department merged with the Plant Protection Institute, then separated into the Plant Protection Department, within the General Department of Crops.
The period 1971 - 1975, the country was divided into two regions, the headquarters evacuated to West Tuu (Tu Liem, Hanoi), until 1973, only returned to 135 Nam Dong, now 149 Ho Dac Di, Dong Da District, Hanoi. and stable so far.
In the period of 1976-1981 , liberating the South and reuniting the country, the Plant Protection Department was assigned by the Ministry to perform the unified state management of plant protection work nationwide. Immediately after the liberation of the South, Da Nang Plant Quarantine Station, Ho Chi Minh City Plant Quarantine Station, Central Plant Protection Station and Southern Plant Protection Station were established.
The period 1982 - 1991, Plant Protection Regulation, Plant Quarantine Regulation attached to Decree No. 214CP issued by the Council of Ministers (July 14, 1980), during this period, the Plant Protection Department was promulgated by the Government and the Ministry of Agriculture. assigning additional functions and duties: in addition to the state management of plant protection, plant quarantine and plant protection drugs, the Department is assigned the task of disinfecting import-export goods; manage distribution and supply of plant protection and quarantine materials (transferred from the Agricultural Materials Corporation to Plant Protection Department for implementation - in 1985). The cultivation division of the Production Department merges with the Department of Plant Protection and changes its name to the Department of Plantation and Plant Protection.
From 1992 to 2002, 1993 Ordinance on Plant Protection and Quarantine was published, this is the highest legal document of the Plant Protection Industry since its establishment.
Based on the Government's Decree 92CP, the specialized plant protection system was strengthened and unified from the central to local levels. In 1992, the Plant Protection Materials Company separated from the Department. In 1992, the cultivation department moved to the Agriculture and Forestry Extension Department. In 1993, the Fumigation Company separated from the Department, the name of the Department was changed to Plant Protection Department and performed specialized state management functions according to the Ordinance.
Year 2003,In furtherance of the Government's Decree No. 86/2003 / ND-CP of August 7, 2003, defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development. The Minister issued Decision No. 88/2003 / BNN-QD of September 4, 2003 defining the functions, tasks, powers and organizational structure of the Plant Protection Department.
At the beginning of 2004, the Department's apparatus consisted of 07 rooms: plant protection, plant quarantine, plant protection medicine room, administration - organization room, planning room (plan, international cooperation), room finance, inspection - legal department, standing office in Ho Chi Minh City and 17 units under the Department.
On July 30, 2004, the Ministry of Agriculture and Rural Development issued the decision to set up the Plant Import and Quarantine Center after import II, the Center for Plant Quarantine Analysis, Inspection and Testing changed its name to Inspection Center. phytosanitary.
In 2008,The Minister of Agriculture and Rural Development issued Decision No. 17/2008 / BNN-QD dated January 28, 2008 defining the functions, tasks, powers and organizational structure of the Department of Physical Protection. object. According to the Decision, the organizational apparatus of Plant Protection Department includes: Board of Directors, 08 Departments (Plant Protection Department; Plant Quarantine Department, Division of Forest Pest Management, Division of Medicine Management Plant Protection Department, Planning Department, Finance Department, Department Inspectorate, Bureau Office, Permanent Section of the Department in Ho Chi Minh City and 18 affiliated units, including: 04 Regional Plant Protection Centers, 09 Sub Quarantine area, 02 Central Quarantine after importing, 01 Central Inspection Quarantine, Inspection Center and 02 Assay plant protection drugs.
In 2011,The Minister issued Decision No. 434 / QD-BNN-TCCB on 10/3/2011, the Decision to set up Food Safety and Environment Management Department under Plant Protection Department.
In 2012 , the Minister issued Decision No. 697 / QD-BNN-TCCB dated March 30, 2012, establishing a Inspection and Legal Department under the Plant Protection Department.
In 2013, President issued Law No. 41/2013 / QH13 Plant Protection and Quarantine. Accordingly, in 2014 the Minister of Agriculture and Rural Development issued Decision No. 664 / BNN-QD-TCCB dated April 4, 2014 defining the functions, tasks, powers and structure. organization of the Plant Protection Department.
