Founded in 1986, the Rassemblement de Dirigeants et Chefs d'entreprise (RDCL) today has many members selectively co-opted, belonging to various sectors of activity and from all regions of Lebanon.
The RDCL is an association of Lebanese businessmen and women united by a common vision of the Lebanese economy. The basis of this vision is the safeguarding of economic liberalism which includes:
The Rally is governed by a Board of Directors of 12 Members elected by the General Assembly for four years, with the election of six new members each years. The Board of Directors elects, from among its 12 Members, the Members of the Bureau: the President, the Vice-President, the Treasurer, the Secretary General, and he appoints a Director General of the Gathering.
The goal of the RDCL is to give Lebanese businessmen and women the role they deserve in shaping national economic policy. This role enables the Rally to defend and promote the liberal economy where:
Healthy competition breeds growth and development.
State intervention in the economy is limited.
Social peace and stability prevail.
Each individual has the opportunity to exploit his full potential and means.
Over the years, the RDCL has confirmed its institutional role, imposing itself in public life and in economic bodies as a credible interlocutor, necessary for the balance of socio-economic issues. Strong of a reputation of "Think tank" of the Lebanese business circles, it intensifies the passage from the reflection to the action by a systematic policy of lobbying. A large number of DRC members sit on the Boards of Directors of the Chamber of Commerce, Industry and Agriculture of Beirut, the Association of Industrialists, the National Social Security Fund, the Beirut Stock Exchange, the Association of Banks, the Association of Insurance Companies of Lebanon and a number of professional associations.
Gathering by its mission, promoter of a global and coherent economic policy essentially focused on the incentive to undertake and a balanced distribution of the national wealth, the RCDL contributes to guide or even inspire the action of the public sector, by taking clear positions in conferences and debates or reference publications in different areas of macroeconomics.
Note the intervention of the RDCL in the wage policy, that of the law on rents, fiscal incentives, in the project of the Old Age Insurance of which he was the first and principal designer, as well as the publication of several "White Paper" on the Lebanese economy, social policy and the Chantier de l'Entreprise.
The action of the RDCL is manifested on a double plane, namely:
- On an internal level where he calls for the active participation of all members in working groups called "Groups of Proposals and Action-GPA" likely to convey his ideas and defend his beliefs.
- On an external plane where it manifests itself by its support for the liberal system that governs the economy and defends the interests of its members.
In addition to this leadership role on the socio-economic scene, the RDCL promotes vocational training, which has become one of the priorities of its action plan. Thus, the periodic organization of conferences and training cycles enables its members and their senior managers to deepen and update their knowledge in the fields that concern them.
The multisectorial Gathering by its conception and its philosophy must continue its "saving" action, in order to consolidate the social fabric, the free enterprise and the employer solidarity.
More than any other employers' association, it shows a specificity that has always contributed to ensuring the means of its policy of free thought, beyond the constraints and alliances of interest.
