The Roads Department (DER-ES) is the body responsible for the conservation and expansion of the road network of Espírito Santo, contributing decisively to the socioeconomic and sustainable development of the State. It is the organ's responsibility to continuously monitor the traffic conditions of the roads, guaranteeing the safety of those who pass through them.
Also in its sphere of action is the supervision of inter-municipal passenger transportation, with the exception of the Urban Transportation System, institutionalized by State Law No. 3693, dated 12/02/1984, in addition to state road freight transport. Throughout its existence, meeting the demands and aspirations of the society of Espírito Santo, the DER-ES expanded its field of action in relation to the nature of the works executed.
In addition to road interventions, the agency executes, among other things, works to contain slopes along the highways and works for airport expansion. In order to better serve the State, in terms of coverage of its services and monitoring works, the DER-ES has three Regional Superintendencies:
The State Highways Departments emerged on December 27, 1945, from Decree-Law No. 8,463, on the initiative of the then President of the Republic José Linhares.
In addition to a reorganization of the National Highway Department (DNER), which now has administrative and financial autonomy, the Decree-Law mandated that states create their departments to receive resources from the National Road Fund (FRN).
Decree 16.414 of March 29, 1946, signed by the then federal inspector in Espírito Santo, Aristides Alexandre Campos, created the RER and the State Highway Council, subordinated to the Secretary of State for Agriculture. The first director of the DER was Dido Fontes de Faria Britto.
It was the beginning of the trajectory of an organ that would become one of the most important of the Holy Spirit, contributing decisively to the socioeconomic and sustainable development of the State. The yearnings and demands of the Capixaba population made the Department of Highways expand its field of activity, with the elaboration of projects and execution of works of other natures, such as aerodrome.
