At the beginning of the state administration (1991-1997), in the Official Newspaper of the State Government dated December 27, 1991, the restructuring of the state public administration was decreed and the Ministry of Urban Development and Environment was created, which became operational on the day of publication. To carry out its powers, SEDUMA had the following Areas: Office of the holder Urban Development Directorate Ecological Planning and Environmental Impact Directorate Ecological Protection Directorate South Regional Unit and its owner was Ing. Joaquín Repetto Ocampo. The Federal agency in charge of these tasks was the Ministry of Urban Development and Ecology.
