At the beginning of the state administration (1991-1997), in the Official Newspaper of the State Government dated December 27, 1991, the restructuring of the state public administration was decreed and the Ministry of Urban Development and Environment was created, which became operational on the day of publication. To carry out its powers, SEDUMA had the following Areas:

Ecological Planning and Environmental Impact Directorate
Ecological Protection Directorate
South Regional Unit
and its owner was Ing. Joaquín Repetto Ocampo. The Federal agency in charge of these tasks was the Ministry of Urban Development and Ecology.
Design, direct, promote and implement criteria and instruments that allow the protection, conservation and restoration of the environment and the use of the State's natural wealth; incorporating social participation through strategic alliances for the implementation of public policies for sustainable development, in order to guarantee the human right to a healthy environment.
A State with ecologically ordered territory, in which economic and social development is compatible, transversal and respectful with the environment and its natural wealth for the generation of value chains oriented to green growth.
