Ange Fulgence OUFFOUE

Ange Fulgence Ouffoue is a Public Health physician, WASH specialist, expert in Infection Prevention and Control (IPC), Research, Planning, and Monitoring-Evaluation of health programs. Fulgence has more than 16 years of experience in implementing health projects. He is currently a Senior consultant in Global Health Security (GHS), WASH, Infection Prevention and Control (IPC), surveillance studies and health program evaluation. Fulgence worked at MSH Côte d’Ivoire as a Senior Technical Advisor, in charge of IPC activities on the USAID Medicines Technologies and Pharmaceutical Services (MTaPS) Program as part of the GHSA. Before joining MSH, Fulgence worked at FHI 360 as a Monitoring and Evaluation Senior Technical Officer. He was part of the technical team implementing a 5-year project funded by the United States Centers for Disease Control and Prevention (CDC), entitled "Improving HIV / AIDS Surveillance and Program Evaluation in Cote d'Ivoire (ISPEC)". The ISPEC project aimed to strengthen individual, organizational and national capacities to design and implement HIV / AIDS program evaluation and HIV surveillance studies. It also aimed to promote the use of surveillance data and the results of program evaluation to guide decision-making on HIV / AIDS prevention and care. As part of that project, he developed protocols for HIV surveillance studies and HIV/AIDS program evaluations, conducted surveys and developed study findings reports. In addition, Fulgence participated in the development of programmatic documents, coordinated the elaboration of quarterly and annual activity reports, developed annual action plans and monitoring and evaluation plans. He also provided technical support for proposal writing. Before joining FHI 360, Fulgence worked with the Côte d'Ivoire Ministry of Health as Deputy Director in charge of Control, Monitoring and Evaluation of Hospital hygiene and IPC activities. In this position, he gained solid experience in management and health policy by developing policy documents, guidelines and strategic plans and operational plans. Fulgence holds a Master’s degree in Public Health, a University Diploma in Health Statistics Methods, a Certificate of WASH Specialist in Emergencies and Humanitarian Settings, an International Executive Certification in MBA (USA), and a training in Statistics Data Analysis. I am a native French speaker and I work easily in the English-speaking environment.
