Christopher Behr, Principal Economist at HDR, has a background in economics, statistics and engineering from University of Wisconsin – Madison and Cornell University, respectively. For the past 20 years, he has evaluated the economic, social and environmental aspects of infrastructure investments in the U.S. and abroad. His work spans the transportation, water, energy, and building sectors. He has applied a variety of analytical techniques including financial analysis, cost-benefit analyses, cost-risk analyses, environmental valuation, risk analysis, and statistics. His projects also often include workshops in which he facilitates discussions on topics such as technical engineering solutions and economic forecasts.
Since joining HDR, Chris has established himself as an expert in evaluating risks to capital projects and assets – some valued in the billions of dollars. He has been a technical and marketing leader in HDR’s Sustainable Return on Investment (SROI) process since its inception. SROI is an economics approach to project evaluation and prioritization that credibly accounts for the triple bottom line. His clients include Federal agencies (DoD, EPA, DOT), a dozen different State and local agencies, and the several large private organizations.
