As OSCE SMMU Operations officer, act as the primary point of contact as a member of the Operations office for all field (monitoring) operations and security matters, as well as to coordinate and liaise with the Luhansk HUB Operations team and/or the HUB Management. Operations officer will assume coordination with the Head Office Operations Room in Kiev as per need and request, act as the primary point of contact outside normal working hours at Luhansk HUB, responding to all incidents and emergency/crisis situations as necessary and provide immediate response to emergency calls coordinating actions and emergency response team, whilst maintaining close coordination with rest of Luhansk Operations Team and HUB management, assess the importance and urgency of incoming information and assists with the dissemination as directed by the Luhansk HUB management, monitor, direct and supervise all movements of the field-monitoring operations through GPS tracking systems. Operations officer updates security maps, secure network (secret access), GSM blind spots, potentially dangerous areas, maintains supervision of Duty office, conducts communications check through Codan system, Sat phone and HF and VHF systems. Operations officer drafts tasks on weekly and monthly basis, supervises and issues guidance on patrolling, drafts movement plans and transportation means. Assesses the overall security situation in the Mission area and Luhansk HUB. Maintains incident log books, drafts incident reports and registers all incoming information, act appropriately. Operations officer assumes any other assignment on behalf of the Luhansk HUB Operations Team and HUB Management as assigned. Coordinate all tasks at the HUB. At HUB, assesses the overall security situation in the Mission area in close co-ordination with the Regional Security Officer, reporting to the Operations Team and HUB Management. Makes sure that crisis and emergency procedures are established and adhered to when necessary. Management, Operations and Reporting work closely together to ensure that long-term planning for matters that require continued effort and follow up are factored into tasking.
