U.S. attorney and Certified Public Accountant with an LL.M. degree in taxation from New York University. Extensive international tax experience acquired while serving as a Deputy Chief of Party, Team Leader or Tax/Legal Advisor on U.S. Agency for International Development (USAID) public financial management technical assistance projects in Eastern Europe, Asia (Central, South and West) and the Middle East. International experience also includes law and business teaching experience in Ukraine (Fulbright Scholar program) and Russia (U.S. State Department program). In the U.S. served as a Visiting Scholar at Harvard Law School, an Attorney-Advisor at the U.S. Tax Court, and as the Assistant Chief Counsel for Tax and Pension Policy at the U.S. Small Business Administration's Office of Advocacy. Served as the Deputy Chief of Party on the USAID Afghanistan Public Financial Management Project in Kabul, Afghanistan.
