Francis has over 9 years of Research and M&E practical work experience designing and leading project monitoring and evaluation system, knowledge management, quality improvement and organizational learning initiatives for international public health development organization. As the M&E Advisor at John Snow Inc., for SPRING/Uganda project, Francis has coordinated government and partners’ technical efforts for corroborative learning and adoption for the development of the Uganda Anemia prevention and control strategy 2017-2022, Industrial Food Fortification Strategy 2017-2022, and the Micronutrient powder distribution pilot. He has supported government efforts for health system strengthening especially in the review and update of the national HMIS, data quality, reporting and use. Prior joining JSI, Francis worked as Data Manager for the US National Institutes of Health (NIH) funded EMBLEM project in Uganda under AFENET where he provided leadership in data management and operation research. Through his career, Francis has carried out program evaluation including statistical and data management for government and development partner on different project interventions. Francis holds a MSc. Population Studies from Rijksuniversiteit Groningen and other professional training in M&E, and he has made scientific presentation at different international conferences.
