Francis Y. Capistrano is a practitioner of strategic communication and knowledge management in the development sector. In his 13 years of professional experience, he deepened his specialization in public financial management (PFM) and fiscal transparency, where he applied his ability to translate complex topics into messages and communication products that are accessible and relevant to targeted audiences. He currently serves as a consultant of the United Nations Development Programme (UNDP) Philippines, where he supports PFM reforms and capacity development in the Department of Education (DepEd).
Previously, he worked for the Department of Budget and Management (DBM), where he played an instrumental role in improving the Philippines’ performance in the global Open Budget Index (OBI). The country now ranks 21st in the world, 4th in Asia, and 1st in ASEAN after having improved its OBI score from 48 (of 100) in 2012 to 64 in 2015. He helped achieve this by, among others, leading the development of the People’s Budget: a series of citizen-friendly and design-driven communication materials on the Budget. He also reviewed policies and practices against global fiscal transparency standards, provided editorial and design services for technical budget publications, coordinated actions across the DBM, engaged civil society and international partners, among others.
For DBM and his prior work for former Senator Mar Roxas, he developed strategic communication plans and messages, produced publications and knowledge products, monitored and managed issues, and engaged stakeholders in the pursuit of reforms. He also wrote speeches and statements, handled media relations, managed social media, directed creative and visual design, and organized and led teams. He began his career as a journalist, covering political economy for BusinessWorld, the country's premier business newspaper.
