• More than 30 years of experience in public policies: design and management of social programmes and projects. • Experience in institutional strengthening (training and / or technical assistance) of local / regional governments and civil society organizations - CSOs): methodologies for the identification of training and / or technical assistance needs; design and management of programs and projects; tools to improve information management (design of information collection instruments; indicators and dashboards); standardization of programmes to facilitate results-oriented monitoring and evaluation. Solid knowledge and experience of the entire Programme Cycle Management and Logical Framework Methodology: baseline development methodology and new logical framework; intervention logic; gender mainstreaming; risk analysis and contingency plans; indicators; narrative report writing. • Extensive experience in results-based approaches, including monitoring and evaluation. Experience in Results-Oriented Monitoring (ROM) as a Senior ROM Expert with ROM-Reviewing in various sectors. • Solid experience in data management, statistics and performance measurement. • Experience in the following thematic areas: health, poverty and social protection, human rights, culture, public administration (national, regional and local), civil society organizations / social participation, gender equality, governance, democracy, decentralization, professional training and employment, and vulnerable populations (childhood, youth, elderly). • Experience in working with communities and families subjected to violence, displaced persons and indigenous populations. • Management experience in high-level government institutions related to planning, coordination and/or evaluation of social policies and programs. Knowledge of the functioning of social cabinets. • Solid experience as a Team Leader of professional groups and social development projects or programmes. • Extensive experience as a consultant for: UNDP, UNHCR, UNICEF, PAHO, UNFPA, UNESCO, ILO, USAID, OAS, World Bank, IDB, European Commission and others. • Excellent understanding of specific regional and local environments in Latin America. • Experience in dialogue, consultation / negotiation processes between social actors from the public, private and civil society sectors. Proven ability to write technical documents.
