International development practitioner with 22 years’ experience managing large, complex USAID and UN reconstruction, governance, peace-building and resilience programming in conflict-affected, fragile and transition states; includes 12 years’ experience as USAID Chief of Party & Country Director with for- & non-profit international development organizations. Performed long and short-term consulting assignments in Iraq, Afghanistan, Kosovo, Bosnia & Herzegovina, Serbia, Croatia, Macedonia, Albania, Moldova, South Sudan, Kenya, and Uganda. Currently serves as Chief of party on the Social Cohesion and Reconciliation Activity (SCORE), USAID Sri Lanka’s flagship peace-building and reconciliation project.
Technical areas of expertise include: designing and leading post-conflict recovery, reconstruction, stabilization and peace-building programming; strengthening central and local government systems, capabilities & policy development for effective governance and service delivery; political, fiscal and administrative decentralization & democratic local governance; urban and area-based development and planning for resilience and social inclusion; local economic and workforce development; human and institutional capacity strengthening and policy reform; civil society strengthening; community-driven development; conflict mitigation, preventing violent extremism (C/PVE); minority integration/protection and IDP/refugee returns and humanitarian assistance in ethnically contested areas; USAID Collaborating, Learning and Adapting (CLA) programming; political economy and conflict analysis; strong research and analytic skills, including knowledge of qualitative and quantitative methods.
Management experience includes: managing large project budgets and rapid-response donor programming with expertise in USAID contract / grant management and procurement rules and regulations; data driven and evidence based MEL and CLA programming. Recognized ability to deliver strategic vision and technical leadership and engage diverse groups and institutions on complex issues; forge and maintain strategic relationships with host-nation partners and donors; build teams with complementary skills and develop host-nation staff capacity to achieve program impact in complex, multi-ethnic environments.
