Working for over 40 years in the technical cooperation as well as for private companies in Mr Bernard gained wide-ranging experience particularly in the energy sector but also in M&E, environment, economic development, industrial and technology cooperation. • As Representative of United Nations Industrial Development Organization in Iran and Morocco for 10 years Mr. Bernard possesses not only large experience in project management and coordination but also managing complex TA and political issues on a high level in a diplomatic manner. • Working for European Commission’s Directorate General for Energy as Administrator Principal Mr. Bernard knows the needs and functioning of the European Commission from inside but also as Energy Expert from outside and is therefore very familiar with the EU rules and regulations. By managing the multi-country Euro Mediterranean Forum on Energy Mr. Bernard has furthermore the experience in planning, developing and implementing technical assistance projects with more than six developing countries simultaneously. • Residing in Morocco, Mr Bernard currently develops his activity as international development consultant, as well as representative of foreign companies, in North Africa. His recent activities included monitoring and evaluation of an EC project on sustainable cities in Morocco and Tunisia, evaluation of African Development Bank’s strategies in Togo, DRC and Burundi (Lomé Container Terminal, Ecobank Credit Line, Togo-Nigeria-Benin power interconnections, energy sectors of DRC and Burundi), and the formulation of an RE/EE development project in Zanzibar (UR Tanzania).
