I am an independent Consultant highly trained and experienced in Program planning and Evaluation, Strategic is planning and institutional capacity building. I have more 30 years’ experience in program management and participatory approaches for stakeholders and beneficiaries assessments; and more than 15 years’ experience in coordinating post-conflict, decentralization, local development, promotion of value chains, food and livelihoods security programs, natural hazards and vulnerability risks assessment, transfer of technologies into agriculture and adaptation to climate change. Out of 5 years’ experience in Rwanda, 5 years in the DRC, 1 year in Somalia and 1.5 year in Liberia, I have developed tremendous capacities to analyze and link up recovery, resilience and development (LRRD) strategies for natural disasters and conflicts stricken countries in the Sahel regions of West Africa. In Rwanda and the DRC, I coordinated food aid for returnees from refugee camps in Rwanda, people living with HIV/AIDS (PLWHIV), Child-headed households (CHH), school feeding programs for orphans and vulnerable children (OVC), and support to the victims of gender-based violence, Food For Work (FFW) for land terracing and infrastructure construction and also Cash For Work (CFW) in the DRC for the construction and/or rehabilitation of social and economic infrastructures. I am an agronomist and rural development specialist with many years of experience as manager of food and livelihoods security programs. As Technical Assistant and Team Leader for the Belgian Development Agency’s Support Program for Decentralization and Community Development Initiatives (PAIDECO) in the Democratic Republic of Congo (DRC), I promoted the development of key value chains such as rice, cassava and palm oil, and support to local governments for good governance and decentralization. As IFDC Team Leader in the USAID/FED Liberia program (2012-2013), I developed agricultural input supply systems to facilitate access to farm inputs for the development of the rice, cassava and vegetables value chains. I finally have very good knowledge of the West and East Africa regions, for having worked in 14 countries of West Africa and in Rwanda, DRC, and Kenya/Somalia with many trips to Tanzania, Zambia and Uganda in East Africa.
