Jill Russell is a leader in managing complex international development programs for numerous donors across the globe. She is currently a director at the Center for Reproductive Rights. In this role, Ms. Russell serves the Center's growing list of government and multi-lateral donors, including the U.K. Department for International Development (DFID), the Swedish International Development Agency (SIDA) and Global Affairs Canada. Prior to this she was the director at Abt Associates, a global firm and leader in research and large scale project implementation worldwide. Previously, she served as the associate director at the International HIV/AIDS Alliance, where she led a multi-disciplinary team in research, monitoring and evaluation in areas such as HIV, reproductive health, social inclusion, gender empowerment and human rights. She also served as the head of new business development at the organisation for six years.
Ms. Russell brings over 20 years of experience implementing and managing medium and large scale health programmes in lower and middle income countries, and extensive donor engagement and bi-lateral fundraising experience. Originally from the USA, she has spent the 15 years of of her career based in Europe; working in partnership with bi-lateral organisations, including the Danish International Development Agency (DANIDA), the UK Department of International Development (DFID), EuropeAid Development and Cooperation, French Development Agency (AfD), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Irish Aid, the Dutch Ministry of Foreign Affairs (BUZA), the Norwegian Agency for Development Cooperation (NORAD), the Spanish Agency for International Development Cooperation (AECID), the Swiss Agency for Development and Cooperation (SDC), and the UK Foreign and Commonwealth Office (FCO). She has also worked with US-based organisations -- USAID, CDC and the Bill and Melinda Gates Foundation as well as corporate donors such as Glaxo Smith Kline and multi-lateral organisations including WHO, UNDP, and UNFPA. Since 2012 she has been leading as a senior manager. She brings significant on-the-job experience in strategic planning, partnership brokering, and human resource development. She also possesses applied financial planning and management accounting skills. Jill holds a B.A. in Mathematics from the University of Kansas, a Masters in Health and Social Service Administration from the George Washington University, and a Masters in International Executive Management from the Lancaster University Management School.
