Some 43 years post-graduation experience including over 30 years experience of development projects in Africa, Asia, Middle East, Eastern Europe and South America. An engineer by training he is now involved in all aspects of project and programme cycle management from proposal, feasibility and preparation stage through implementation, trouble shooting and progress recovery to technical
audit, review, monitoring and evaluation of projects and programmes plus sector, country and regional strategies. Other areas of expertise include strategy formulation, control of construction operations in difficult environments, road rehabilitation, construction and maintenance by plant and labour based methods and response to emergency, conflict and post-conflict situations including human rights, democracy issues, resettlement and food security. Other experience includes restructuring, institutional development, support and change, capacity building, privatisation and contractor development, infrastructure provision and management in rural areas and in urban informal settlements involving community participation, sustainable
livelihood creation, poverty alleviation, environmental issues and gender focus in a framework of multilateral and bilateral donor funded aid and development programmes. Good report writing skills. A Chartered Engineer and Chartered Environmentalist, he is a British national resident in Portugal.
