Joost holds a MSc in Water Use Management, with more than 27 years of experience in various countries in the region, like Tanzania including Zanzibar and Pemba, Burkina Faso, Mozambique, Morocco as well as in Ecuador outside the region. As co-director/Consultant for eMJee Consult, he is engaged in various assignments for NGOs, Development Partners, the Government/World Bank and the Millennium Challenge Corporation as well as DFID. These assignments vary from project formulation, monitoring and evaluation, context analyses, assessing bilateral cooperation programs, process facilitation, Organisational Development and oversight missions related to irrigation schemes and training for water user associations in the irrigation and water supply sector. He has as well participated in various institutional assessment initiatives of government agencies in Burkina Faso (MCC), nine major cities in Mainland Tanzania (Danida) and four municipal/township councils in Zanzibar and Pemba (WorldBank). Recently, he has been involved in several assignments related to Monitoring and Evaluation, among others, the ex-post evaluation for AFD for small towns water supply and Sanitation. Currently, he is involved for DFID, in collaboration with ERM, in the SESA for the Integrated Water Resource Management and Development Plan for the Rufiji water Basin. Equally, for DFID he is part of an international team on Value for Money and life Cycle Cost Assessment in the Rural water supply and for the Netherlands Embassy in Rwanda in the institutional support of the Agency responsible for Natural Resources to embed IWRM in the water directorate. Before starting as Director/ consultant for eMJee Development Consult LTD, he was engaged as a manager of a multi-disciplinary team of professional advisors in Tanzania, responsible for an annual budget of 2 million USD. This team deals with national initiatives as well as local/regional activities. The main focus is to manage change processes that will lead to improved performance and enhanced quality of services delivery in areas of education, water supply/sanitation and income-generating activities. He held a similar function in Mozambique
