Dr. Fischer is an experienced chief of party (COP) with more than 25 years of experience leading teams in technical and policy efforts for sustainable landscape management, climate change policy, natural resource management (NRM), and inclusive rural land and natural resource tenure systems. A self-starter, strategic thinker, and effective manager, she is also a dynamic team player with significant experience in Africa. Most recently Dr. Fischer led USAID's Feed the Future Ghana Agriculture and Natural Resource Management project in northern Ghana. Dr. Fischer has served as acting deputy and acting director for the Central Africa Regional Program for the Environment (CARPE); and was team leader for USAID/East Africa’s flagship Global Climate Change Adaptation program, through which she developed strong working relationships with colleagues from the East Africa community, facilitating their buy in and support of the program. As the functioning COP for the Guinea NRM project (1992–1996) and senior technical advisor on the expanded NRM project (1999–2003), she managed multi-million dollar land tenure activities and led a team of expatriate and national professionals, exhibiting excellent recruiting skills and a collaborative management style. She led successful efforts to establish co-management of five classified forests and improve locals’ livelihood options. As COP for the Women in Governance program in Mali (2003–2006), she led efforts to empower women and strengthen their leadership, including building capacity of five local nongovernmental organizations (NGOs). Her communication and interpersonal skills, including her ability to conduct workshops and large meetings, have enabled her to build and maintain good working relationships with high-level government officials, U.S. Embassy and USAID officials, other donors, international organizations, and NGOs. Her technical expertise; experience serving as COP and overseeing implementation of USAID projects; knowledge of USAID priorities and requirements; success collaborating with stakeholders; leadership and strategic abilities, and demonstrated success leading and developing teams will enable Dr. Fischer to achieve meaningful results in project implementation.
