Huong is a development economist with over 15 years professional experience in the small towns and rural water supply and sanitation sectors, working on demand responsive sustainable projects that have emphasised market orientated incentive driven development. She has been especially involved in promoting new concepts and ideas and in identification processes that have sought to involve all potential stakeholders in the design of investment programs, including the use of innovative financing mechanisms and the setting up of micro enterprises to manage and operate facilities on a commercial basis. Huong is able to work at all levels from exchanging ideas with village level operators up to contributing in ministerial level meetings. Huong has a thorough understanding of the sector wide approach to planning and development issues in general and she has considerable experience with the administration and financial management of donor-funded projects. She has designed and facilitated many participatory workshops for participants from all levels and she has also developed adult learning materials and courses to transform teachers into trainers.
