Leo Bill Emerson has thirty years of experience as an expatriate manager of international (int'l) development (dev) mainly working in the areas of food security, livelihoods, rural value chains, int'l trade facilitation, and small biz economic growth. Bill Emerson first worked as an Agricultural Attache' for twenty years with a U.S. Government (USG) Presidential Commission as a the Foreign Service Officer for the Foreign Agricultural Service (FAS) of the U.S. Department of Agriculture (USDA). For much of his work with FAS/USDA, Mr. Emerson was detailed to work with the U.S. Agency for International Development (USAID) and the U.S. Embassies in the Middle East, Asia, Africa, Europe, and Latin America. After retiring from the USG, Mr. Emerson has been managed similar programs supported by USAID, the USDA, the European Union (EU), the United Nations (UN) organizations, and the World Bank Group (WBG), of regional banks (e.g., Asian Development Bank {ADB}).
