I have over eight years of development experience in Afghanistan, encompassing civil services institutional reform, HR systems and policy development, performance management, individual and institutional capacity building strategy formulation, career development, change management and program development and monitoring and evaluations
. Holding BBA honors (MBA equivalent) degree in Human Resources Management in 2006 from Pakhtoonkhwa Agriculture University Peshawar Pakistan, I am currently working with a USAID funded project with Ministry of Agriculture, Irrigation and Livestock by the name of CBCMPII (capacity building & change management program) as HR change management specialist working closely with HR department for conducting baseline assessment of HR Department and formulate reform and capacity building plan thereafter. In addition to that, a comprehensive performance management and tracking system for civil servants has been developed and put in place.
Prior to working with MAIL, I have worked as Human Resources technical advisor and senior HR system development specialist with Ministry of Education rolling out Public Administrative Reform (PAR) and Priority Reform and Restructuring (PRR) of new Pay and Grading system by restructuring MoE organizational tashkil, development of ToR for departments and development of performance appraisal system for administrative and academic staff. Additionally, I in a team was responsible for developing CBR proposal for MoE which included legal, strategic and policy document assessment and devising strategies and policies for organizational reform, improvement in services’ delivery and increasing budget execution rate on national and sub national level.
