Dr. Oleg Kuzmenko is a public health specialist with solid experience in program management, policy analyses and health services delivery with critical focus on reproductive health, maternal and newborn health and HIV/AIDS for over 19 years. For the last four years Dr. Kuzmenko led USAID-funded "Healthy Women of Ukraine" Program and before for 9 years he has worked in USAID-funded "Mother and Infant Health" Project to modernize and regionalize maternity care in Ukraine. Prior to that Dr. Oleg Kuzmenko served as Executive Director of all-Ukrainian NGO "Ukrainian Family Planning Association" where he worked with various partners on Family Planning/Reproductive Health (FP/RH) and HIV prevention strategies, interventions to prevent Mother to Child Transmission of HIV (PMTCT), development of FP/RH and HIV prevention programs for vulnerable groups. He has wide experience of working with international technical agencies and public health organizations - WHO, UNFPA, UNICEF, UNAIDS, IPPF, DFID on building coalitions, establishing and managing relationships with USAID, Administration of President, Ministry of Health, Ministry of Social Policy, Ministry of Education and other government institutions, non-government organizations and civil society leaders. He has solid experience in monitoring and evaluation activities through development of different M&E systems and tools, needs assessments and evaluations, revision of the National Routine Health Information System (RHIS). He has extensive experience in development of local and national orders (prikazes) related to organization and functioning of perinatal, family/planning and reproductive health systems, as well as clinical guidelines and protocols, and clinical training materials on different topics. He is fluent in Russian, Ukrainian and English.
