Dr. Olivier Muhongya is an economist and a senior monitoring and evaluation (M&E) expert with over fifteen years of experience in the international development sphere. His most recent position was with USAID’s Monitoring, Evaluation and Coordination Contract (MECC) in DRC as Deputy Chief of Party. As DCOP, Dr. Muhongya oversaw the M&E team and coordinated data quality assessment (DQA) preparation across all USAID technical components and Third Party Monitoring activities. Prior to his role as DCOP, Dr. Muhongya served as the Senior Research and Assessment Manager with USAID’s Accelere! project, where he conducted project-wide data collection, research, assessments, and evaluations. He also led the DFID-funded Monitoring and Evaluation contract of the DRC Police and Security Sector reform program. In addition, Dr. Muhongya spent over six years as an M&E Specialist at the USAID-DRC Mission, where he reviewed and improved technical performance plans, conducted country-wide DQAs, and led the design of the interagency M&E plan linked with the U.S. strategy to address sexual and gender-based violence in DRC. Dr. Muhongya holds a Ph.D. in Business Administration and Project Management from the Atlantic International University in Hawaii and speaks fluent English, French, Lingala and Swahili.
