• Over 25 years of Public Health and Development experience, including 14 years of Health Financing & Health System Strengthening (HSS) experience. Provided technical assistance to design innovative HSS and Health Financing bi-lateral implementing mechanisms for USAID missions in Bangladesh, Nepal, Philippines, Malawi, Nigeria, Vietnam and Tanzania. Three of these national-level innovative designs were co-created with global HSS implementing partners using Agency’s Broad Agency Announcement procurement process. • Supported several health financing/HSS capacity building workshops for Mission staff in collaboration with Asia and Africa Regional Bureaus. • Active participant at several WB/USAID Universal Health Coverage (UHC) Forum – During the Forum organized several side sessions on Nigerian health sector UHC challenges. • Build Mission awareness and understanding of Global Financing Facility and supported in-country process of building investment case in Malawi and Nigeria. Key member of Global Financing Facility Working group in GH Bureau, supporting second wave countries. • Extensive experience (over 20 years) in managing complex multiple assignments in geographically diverse resource-poor settings, involving supervision of multidisciplinary teams to deliver results on time and on budget with USAID (PEPFAR HSS Team Lead, Vietnam Mission), USAID-supported implementing partners (Associate Director - Social & Scientific Systems and Principal Associate - Abt Associates), a multilateral organization (European Commission), and an international NGO (Manager, Administration and Finance, Damien Foundation, India) • Successful track record of responding to context-specific Health System Strengthening (HSS) priorities in Governance, Health Financing, Human Resources and Supply Chain to achieve HIV/AIDS program-level results positively impacting broader health outcomes. Highly successful in collaborating and utilizing bi-lateral (USAID, CDC, European bi-laterals) and multilateral (European Commission, Global Fund, UNAIDS, World Bank, WHO and international NGOs) partnerships on strategic planning, budgeting and donor coordination. • Proven track record of strategically addressing health systems bottlenecks, creating strategic platforms for policy dialogue to address policy barriers, identifying private sector approaches/engagement to improve service delivery, implementing health financing strategies, including domestic resource mobilization. • Co-led with Africa Bureau the design and delivery of an all-day Health Financing Course at the Africa SOTA 2015, in collaboration with HSS staff and Health office Directors from 20 African countries; led and coordinated six SOTA-on-Potomac health financing sessions for GH Bureau; currently working on the first USAID Health Financing Course, scheduled for November 2016, in collaboration with the Office of Health Systems, GH Technical Practice Group (TPG) and the Center for Accelerating Innovation and Impact (CII) on Health Financing for Universal Health Care (UHC). • Led design of HPN office, Nigeria Mission portfolio of health financing activities and private sector landscape analysis (2015-2016). USAID Meritorious Honor Award for technical assistance provided to Nigeria Mission on health financing (2016). • Prepared USG Salary Support Sustainability Plan to hire additional health workers (HRH) to accelerate reaching testing and treatment goals in “fast-track” districts in Malawi • Member of the Inter-office Governance group, focusing on Political Economic Analysis (PEA) in collaboration with USAID’s Center for Excellence for Democracy, Rule of Law and Governance (DRG) cross-sectoral team. • Provided technical assistance to 13 African and Asian governments, including 7 PEPFAR countries. • Over 12 years of supervisory experience, including two years in USAID, Vietnam Mission, performing personnel supervisory functions such as approving timesheets, writing annual performance evaluations, travel approvals, making personnel action recommendations for hiring • Experience working as a member of the OGAC-led Steering Committee on Health System Strengthening contributing to PEPFAR HSS technical guidelines to the field; key member of OGAC-led interagency working group on “Country Ownership” – later called “Sustainability working group”; • Co-chaired and led USAID Global Health Bureau inter-office working group on Performance-based financing (PBF). This involved cross-bureau/office collaboration. Support implementation of PBF project in Malawi. • Certified Agreement/Contractor Officer Representative for Federal government contracts and grants – Active FAITAS Certification. • As COR developed budgets for USAID funded Health Policy Initiatives Project and monitored budget data reports to track obligations
