A senior-level development professional with 30 years of experience in international development, I have designed, managed and evaluated projects in climate-smart agriculture and nutrition, market systems, water, wildlife protection, forest and natural resources, national and local governance, peace building, project design and strategic planning, M&E, education, and humanitarian assistance. Recent experience includes the position of Chief of Party of the USAID East Timor Avansa Agrikultura Food Security and Nutrition activity, advancing diversification in horticultural value chains, establishing and expanding market systems, promoting climate-smart agriculture, Sloping Agricultural Land Technology (SALT), agricultural and water user-groups, and managing natural resources with a focus on women and youth engagement. During the COVID-19 pandemic and State of Emergency, the project successfully utilized a variety of ICT platforms in managing activities for development locally, regionally, and internationally. Just prior to this assignment, I was Director of USAID’s Office of Food, Disaster, and Humanitarian Assistance in Bangladesh, and was a key member of the USAID/Bangladesh Senior Management Team. I oversaw several large integrated sustainable agriculture, women’s empowerment, and community development programs in the Southwest, North, and Eastern regions of the country. Additionally, I directed Mission-led resources and reporting in relation to the Rohingya Response to the humanitarian crisis situated predominantly in Cox’s Bazar, where I led a team of international and national staff in the delivery of life-saving food and nutrition assistance to hundreds of thousands of people through inter-agency efforts and partnerships with international and non-governmental organizations. I served a collateral duty as Mission Disaster Relief Officer and covered Disaster Risk Reduction (DRR) functions. My track record includes engagements as USAID/Cambodia Economic Growth Officer and Mission Environment Officer; as FAO/World Bank Cambodia Rural Institutions Advisor; as an Advisor to the Cambodian Ministry of Agriculture, Forestry, and Fisheries; as Education Advisor to the Cambodian School of Agriculture; as Chief of Party for the Cambodian Strengthening Governance and Accountability Project; as Senior Management Advisor on the World Bank Cambodia Demobilization and Reintegration Program, as Team Leader on the GIZ Cambodia Rural Development Support to the Cambodia Demobilization and Reintegration Program, as Chief Technical Advisor for the UNDP Support to the Afghanistan Peace and Reintegration Program; as Chief of Party on the USAID/Afghanistan Community Development Program; as Program Officer and Agricultural Economic Advisor for USAID/Pakistan, and, as Senior Development Advisor/Activity Manager for USAID/Philippines coordinating five major development programs in Youth Skills Training and Education, Local Governance, Environment, Water Management/Sanitation, and Health and Nutrition. As a director, team leader, development advisor, and officer for USAID since 2003, I have had the responsibility to provide strategic leadership to programming in Bangladesh, Pakistan, the Philippines, Cambodia, and Afghanistan. I possess the highest degree of respect for staff, counterparts, and colleagues, and value team-building, staff development, and mentoring as a critical component of any successful program.
