Over 21 years of work experience in international development with a broad range of managerial and technical experience in the Middle East and Africa. Since December 2013, Chief of Party (COP) at Creative Associates International of the MEPI-funded $5.1M Local Council Administration and Legitimacy (LOCAL) Program and the $2.8M Community Driven Grants Program (CDGP) in Libya. With IREX as Country and Program Director from 2008 to 2013, managed two programs in Lebanon and four programs in the MENA countries (Morocco, Tunisia, Syria, and Yemen) focused on youth development, civil society strengthening, faith-based organizations, human rights, women empowerment, consensus building, conflict mitigation, and religious tolerance funded by the U.S. Department of State’s Bureau of Democracy, Human Rights and Labor (DRL); in addition to a program addressing youth radicalism funded by the British Foreign & Commonwealth Office. Before IREX, worked for more than thirteen (13) years at the Research Foundation of the State University of New York implementing a series of local governance, public finance, administrative reform and legislative strengthening programs funded by the United States Agency for International Development (USAID) providing an extensive technical and administrative reform assistance to the Lebanese and Jordanian Parliaments, the Ministry of Finance, the Ministry of Interior and Municipalities, executive oversight agencies, governorates, and more than 700 local governments. Country and legal representative for US organizations - Creative in Tunisia and Libya and of IREX in Lebanon – adequately represented the organization during eight (8) years ensuring compliance with local laws. Capable at working in insecure environments, I will bring a significant experience in the management of multi-million dollar projects and an understanding of the MENA region’s local context including post-conflict/conflict transition and stabilization requirements, local governance, civil society development, public finance, security approach, and DOS/USAID regulations; hold two Master degrees, in Information and Communication Technologies (ICT) from Paris 6 University (France) and in International Law, LLM.
