Summary

A customs and trade facilitation expert and Project Manager with a wide range of experience of providing both operational and strategic inputs on large and small scale Customs and Trade Facilitation modernisation and capacity building projects worldwide. His technical competencies derive from 17 years’ service in HM Customs and Excise (HMCE) and 18 years as a consultant for Crown Agents during which time he has been involved in business winning and designing technical proposals in response to donor terms of reference. His operational experience has focused primarily on provision of Customs law enforcement and policy advice in a multi-disciplined environment, including project managing the development and implementation of Customs IT software in support of the risk based control and clearance of cargoes. To date Phill has undertaken both long and short term postings across 14 countries including developing economies in Eastern Europe, Central Asia and Sub-Saharan Africa. Phill also possesses a deep understanding of contemporary best practice approaches to trade facilitation, border management and supply chain security issues (including WCO Revised Kyoto Convention, SAFE Framework of Standards, WTO Trade Facilitation Agreement, EU Customs Blueprinrs) covering ports, airports, land border as well as in-land Customs clearance depots. Apart from the delivery of practical on-the-job skills transfer in modern customs techniques, Phill has also designed and delivered bespoke classroom training packages encompassing modern best practice in customs operational Risk Management and operational planning. He has also undertaken strategic and tactical level policy reviews, scoping studies systems analyses and business process reengineering of client customs organisations’ operational structures making detailed recommendations to assist the client in aligning procedures with recognised international standards.
