I am a graduate with a Bachelor of Statistics degree (Computing) and have been primarily working with the opensource, web-based District Health Information Software (DHIS2) since 2011, interfacing with different Ministry of Health departments in Uganda, Rwanda and Afghanistan to define requirements for developing national health information system components. For the last three (3) years, I have been working as the MIS Specialist (DHIS 2 Expert) for the Palladium Group, USAID funded - Health Sector Resiliency (HSR) project in Afghanistan, leading the implementation of a DHIS2-based data warehouse for the Ministry of Public Health. I was previously a DHIS2 Support Specialist with BAO Systems based in the US, supporting the customization of client systems and the helpdesk for the PSI - Management Information System. Prior to that, I worked with the African Field Epidemiology Network (AFENET) as the Health Information Systems Consultant for the CDC funded - Ministry of Health - Public Health Emergency Operation Center (MOH-PHEOC) under the Global Health Security Agenda (GHSA) in Uganda. During this period, I setup a health alerting system in DHIS2 with functionality for tracking the movement of specimen through the specimen hub referral system to strengthen the ability of detecting and responding to public health emergencies. About the same time, I was also a consultant with the Health Information Systems Program (HISP) in Uganda, where I supported the development of the IDSR immediate notifiable disease program for the Ministry of Health in Rwanda. Before that, I had worked with the Centers for Disease Control and Prevention (CDC) as a Health Information Systems Analyst for three (3) years and prior to that, as a Junior Applications Developer for about five (5) years. And while at CDC, I supported the development of software for CDC internal use, public health evaluations, implementing partners and the Ministry of Health in Uganda. I was one of the pioneers that set up the DHIS2-based Health Management Information System in 2011 and also trained end users in the districts during the roll-out in 2012. I also supported the development of Blood Bank Management Information System in 2008 and others in the Microsoft Visual Studio development environment.
