Engr. Samuel E. Sapuay’s expertise encompasses various fields of civil engineering, environmental engineering, hydrology and hydraulics, water resources engineering, construction management, infrastructure planning, institutional planning and governance.
Engr. Sapuay, a Philippine licensed civil engineer and Environmental Planner, has extensive experience in the identification, planning, design, and construction supervision of various types of infrastructure facilities across a range of related projects and programs. Armed with two masters degrees in civil engineering and environmental engineering, he has been involved in various projects - design of civil works, structural analysis of existing and planned infrastructure, and environmental planning for Comprehensive Land Use Plans and Master Development Plans involving studies on hydrology, hydraulics, and erosion control – with funding from international financial institutions like ADB and the World Bank, European Investment Bank, JICA, JBIC, Millenium Challenge Corporation, etc., as well as national and local government agencies, non-government organizations (NGOs), and private real estate developers. He has work experience in many countries such as Cambodia, Vietnam, Laos, China, Mongolia, Mozambique, India, Kyrgyzstan, Tajikistan, Azerbaijan, Georgia, Philippines, Serbia, Turkey, Tonga, and USA.
