Thomas Kerscher is an economist with 25 years of experience in helping public sector clients in defining their strengths and weaknesses, and in setting and achieving their objectives, often in complex political environments. He has designed and conducted numerous governance reviews and management capacity assessments and has assisted with designing, planning and implementing capacity building programs and change management processes at system, country, sector and organization levels. Thomas develops and delivers leadership and management trainings and coaches decision makers in problem definition and action planning. He designs and facilitates multi-stakeholder strategic planning processes for establishing, confirming and reconciling development priorities, strategies and plans. Thomas has a good understanding of the models and challenges of public sector reforms (e.g. in policy analysis and design, programme formulation, planning and budgeting, organizational structure and culture, human resources management) in OECD and transition countries. He has extensive training and experience in practicing process consultation, which aims to build capacity by allowing clients to become experts in finding their own solutions. Thomas has worked with officials at all levels of government in Asia, Africa and Europe. He has been Team Leader in more than 30 projects and assignments, and developed more than 100 programs and projects. He is the author of Valuando, an online instrument for evaluating the capacities of managers and consultants.
