Summary

Thomas has a PhD in economics from the Paris Institute of Political Studies (Sciences-Po). Since he has worked on economics and trade facilitation issues, including transport, for high-level institutions such as the OECD and the French Directorate General of Customs and Indirect Taxes, then consulting companies such as NATHAN Associates, DELOITTE Consulting, IMC or Canadian Pacific Consulting Services (CPCS) in Europe, North America and West Africa. He has experience both in the public and private sector, and experience of trade capacity building in developing countries. He has a solid background in trade and transport facilitation - including ports, governance, data analysis, performance, competitiveness issues and monitoring. Thomas has prior experience working on USAID and World Bank funded programs related to trade facilitation.
