Description:Assessment of risks related to implementation of Danish assistance in Mali, following a re-orientation of the country programme.
The Coup d’etat in Mali on 22 March 2012 and the developments in the northern part of the country have prompted a new understanding of the Malian context. These developments have together with a recognition that the general population has lost confidence in the State and the political system including the ‘political classes’, led to a re-organisation of the country programme.
The objective of the assessment is to identify and analyse the contextual risks, including risks of State failure and programmatic and institutional risks related to implementing the programme according to the new modalities and describe how the possible risks are best mitigated.
The modalities of the re-oriented country programme will to a higher degree be based on a wish to contribute to preventing conflicts and promoting public participation, governance and transparency, while also supporting the State in its role as development actor.
The analysis shall contribute to providing a qualified basis for future decisions regarding how Denmark can best promote development effectiveness in Mali in the short, medium and long term. It shall be presented in a way allowing for practical implementation of the recommendations.
The assessment is expected to be carried out over 2 weeks from mid-February 2013 following consultations with the Royal Danish Embassy in Bamako.
