The Democratic Governance Facility (DGF) was established in July 2011 by eight development partners, including Danida, to strengthen democratisation, improve the protection of human rights, enhance access to justice, promote peaceful co-existence and improve accountability in Uganda. It has three components: Deepening Democracy; Rights, Justice and Peace and Voice and Accountability. The DGF does not carry out its own programs but provides financial and technical support to Ugandan state and non-state institutions. The DGF has a budget of 75 million EURO and runs until June 2016.

The DGF wishes to identify a consultant to conduct a baseline study for the programme’s logframe indicators whose values are not available from secondary sources. The determination of baseline values for these indicators will enable the setting of milestones and targets and contribute to establishment of a monitoring and evaluation framework  to measure the results and impact of DGF’s support.

The centerpiece of the baseline study will be a nationally representative population-based quantitative study, based on an appropriate sampling methodology allowing for conclusions on the status of each of the indicators by gender, age group, urban/rural, social economic status and sub-region. The assignment is estimated to take 60 days starting in February 2013, covering the whole country (Uganda) and involving background research and study preparation, data collection, data analysis and reporting.

Criteria for award of contracts:
Proposals shall be evaluated using the principles of Quality and Cost Based Selection with a weight of 80% given to the technical proposal and a weight of 20% to the financial proposal. The technical proposal includes CVs of 3 key staff and methodology, including understanding of the assignment and approach, survey methodology, and implementation plan, with references to past experience in conducting similar assignments. The financial proposal includes an activity-based budget, in addition to the required cost estimates of services and list of personnel.
