I. Background

 

The contribution of women entrepreneurs to economic activity and employment has increased over time. Women entrepreneurs and their businesses is a rapidly growing segment of the business population and the creative and entrepreneurial potential of women is a latent source of economic growth. Nevertheless, despite an increasing trend, the percentage of female entrepreneurs still remains low, both in relation to that of male entrepreneurs and to that of women in the working age population.

 

In recent years, Serbia`s national authorities have invested efforts to create an institutional framework for support of entrepreneurship development, and provided different types of financial and non-financial support for small and medium enterprises (SMEs) throughout Serbia. However the potential of female entrepreneurship is yet to be explored and treated as one of the country’s priorities related to business development.

 

Women in Serbia face a number of difficulties in establishing and maintaining businesses. Although many of these difficulties are common to both women and men, in many cases they tend to be more significant for women. This is due to various factors such as the choice of business types and sectors, information gaps, lack of contacts and access to networking and finances, gender discrimination and stereotypes, difficulties in reconciling business and family obligations, differences in the way women and men approach entrepreneurship, etc.

 

In order to develop informed policies and provide systematic and targeted support to female entrepreneurship in Serbia, it is necessary to have a comprehensive understanding about its current status that draws both on existing data and on new data that supplements gaps in the first.

 

 

UN Women’s project Advancing Women’s Economic and Social Rights in Serbia and Montenegro  is being implemented in the period 2010–2012, with the financial support of the Government of the Kingdom of Norway. The goal of the project is to contribute to the elimination of gender-based discrimination at the labour market by providing support to key policy and service delivery institutions to mainstream gender in their policies, programs, operations and budgets and to develop informed policy measures.

 

Within the overall project framework, UN Women cooperates with the Ministry of Economy and Regional Development on specific activities aimed at improving women’s entrepreneurship in Serbia. One of these activities is the development of a knowledge base on the level and characteristics of women’s entrepreneurial activity in Serbia, which would lead to recommendations for improvement of the existing and development of new policy measures that take into account women’s specific needs in establishing and maintaining businesses and would increase their involvement in entrepreneurship.

 

In order to support development of such knowledge base, UN Women is looking for an institutional contractor.

 

II. Duties and Responsibilities

 

The principal duty of the Contractor will be to prepare a baseline study on women’s entrepreneurship in Serbia. The objective is to assess the level and nature of women’s entrepreneurial activity in Serbia uncovering factors leading to entrepreneurial behaviour and barriers women are facing in initiating and conducting businesses. The study will identify and use appropriate methodology to measure and assess women entrepreneurs’ activities in Serbia, that will rely on existing data from policy documents and available databases, as well as on new data based on representative survey. The study will set basis for development and application of a more comprehensive system for monitoring women’s entrepreneurial activity in Serbia and allow benchmarking with other countries in the region and with the EU Member States.

 

Specifically, the Contractor will be responsible for:

 

1. Developing methodology for Baseline study of Women’s Entrepreneurship

Contractor will be responsible to develop and propose a methodology for baseline study. The methodology should take into account other relevant methodologies for monitoring level of entrepreneurial activities (such as Global Entrepreneurship Monitor) and allow comparisons with countries in the region and EU member state countries. An indicative methodology is expected to include: desk review, a questionnaire-based survey, in-depth interviews with key informants and focus groups with women entrepreneurs.

 

2. Conducting research on level and nature of women’s entrepreneurship

 

a.    Desk review

A desk review should provide an overview of available statistical data, policies and measures and the overall context for interpretation and presentation of the findings of the research. The desk review should identify key gaps related to availability of data, and based on that guide the development of the survey questionnaire. . The review should focus on following key areas:

i.            Relevant national strategies, policies, researches and reports on issues related to women’s entrepreneurship, including overview of the existing programs and support measures for SMEs and entrepreneurship development.

ii.          Overview of characteristics of women’s entrepreneurship based on existing sources of data and available databases (such as APR “Agencija za privredne registre” database, database of Chamber of Commerce etc.). This analysis should provide quantitative information about differences between women and men entrepreneurial activity, such as differences in participation rates, maturity of business, business results, etc. based on available data. It should also outline key gaps in the structure and content of available databases.  

iii.         Input into the development of questionnaire for survey and structure of in-depth interviews and focus groups.

 

b.   Survey

Conduct a Survey which will assess the level and nature of women’s entrepreneurial activity in Serbia uncovering factors leading to entrepreneurial behaviour. The survey would be based on the representative sample of 500 women entrepreneurs from all regions in Serbia. The Survey should provide comprehensive quantitative and qualitative information about female entrepreneurial activities, that would supplement the information obtained through the desk research. Aspects to be analyzed can include:  sector and regional/geographical distribution of women businesses and their mobility; demographic, economic and social factors influencing women’s entrepreneurship, actual and intended women entrepreneurs behaviour. Also, the study should investigate characteristics of women entrepreneurs in Serbia (Entrepreneur Profile), their motivation to enter and stay in the business, expectations and perceptions about entrepreneurial environment, attitudes and awareness about entrepreneurial environment; access to information and opinion of services and support measures provided by government; reasons for using and not using available support measures and general perceptions of its availability and usefulness, etc. The survey should thus provide information to policy makers on the level of utilisation of support policy measures by women.

 

c.    Focus groups and Interviews with key stakeholders

Focus groups meetings and interviews with key stakeholders should be organised in order to obtain further qualitative data about the difficulties and obstacles women entrepreneurs face in business environment and specific needs that could be addressed by additional support measures. Through this process, insights into the reasons for low participation of women in the existing programs and measures will be identified and suggestions for improved targeted support to women entrepreneurship will be discussed. The Focus groups should include women entrepreneurs who still have not participated in programs to support entrepreneurship and potential women entrepreneurs, while interviews will capture opinions of key government officials and experts.

 

3. Writing Report and Presentations of Results

The report structure will be agreed in close consultations with UN Women and MoERD. The detailed report will include presentation and interpretation of all quantitative and qualitative data collected, in order to serve as baseline status report in the area of women’s entrepreneurship in Serbia. Report has to be structured in a way that allows comparisons with other countries and can be used to measure progress in Serbia over time.  It should include recommendations for specific activities that the research indicates would help to address outstanding problems and information gaps. Presentations of findings and recommendations on key areas/issues should allow for them to be used as ‘stand alone’ short reports on these issues.

 

Baseline study will be presented at up to three events to be organized by UN Women and MoERD in late 2011.

All deliverables from the contractor will be reviewed and approved by the UN Women and MoERD before they are considered final. Contractor will be expected to have regular discussions with the key UN Women and MoERD staff during the consultancy.

 

 

V.  Qualifications, Experiences and Competencies

 

The company engaged to undertake the assignment must fulfil the following requirements:

 

-          Proven expertise and experience in  conducting field research and similar studies (list of performed field research);

-          Proven expertise and experience in conducting in-depth interviews and focus groups ( CVs of the proposed individual consultants);

-          Specific experience in issues related to women’s economic rights (CVs of the proposed individual consultants) will be considered as an advantage;

-          Documented expertise in independent policy advice;

-          Proven organizational capacity to absorb, analyze and synthesize large amounts of complex information within tight deadlines.

-          Excellent communication and presentation skills. A combination of Serbian and English language fluency for key staff on the team.

 

The company shall produce references for similar projects implemented in the past three years, as well as the CVs of the proposed individual consultants (in particular the experts noted above).

 

 

VI. Application Procedure

 

Deadline for submission of offers is June 6th, 2011.

 

Comprehensive offer shall be composed of the following:

 

  1. Proposal for the assignment, explaining in detail the process and steps to be undertaken;
  2. Timeline for the activities and submission of key deliverables;
  3. A list of performed filed researches;
  4. CVs of proposed individual consultants;
  5. Detail Price Schedule in RSD as per instructions below.

 

The Contractor is asked to prepare the Price Schedule:

 

1.       All prices/rates quoted must be exclusive of VAT, since the UN WOMEN is exempt from VAT.

2.       The Price Schedule must provide a detailed cost breakdown. Provide separate figures for each functional grouping or category.

3.       Estimates for cost-reimbursable items, if any, such as travel, and out of pocket expenses should be listed separately.

4.       The provided format should be used in preparing the price schedule. The format includes specific expenditures, which may or may not be required or applicable but are indicated to serve as examples.

VII. Evaluation and comparison of proposals

 

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being opened and compared. The price proposal of the Proposals will be opened only for submissions that passed the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposals. The technical proposal is evaluated on the basis of its responsiveness to the Term of Reference (TOR).

 

In the Second Stage all contractors, who have attained minimum 70% score in the technical evaluation will be compared and the weights will be applied to both technical and financial proposals in the 70:30 (respectively) proportion. The contract will be awarded to the contractor with total highest score calculated as per Cumulative Analysis.
