The Republic of Mozambique has received financing from the World Bank toward the cost of the Mozambique Cities and Climate Change Project (the Project), and intends to apply part of the resources of the proceeds for consulting services.
 
The consulting service (“the Services”) includes providing occasional specific technical assistance engineering services for the Administração de Infra-estrututuras de Água e Saneamento (AIAS) within a foreseen duration of forth eight months (48). The scope of consultancy will include:
 

Provide technical and management advisory services to AIAS in analyzing and providing comments on the various deliverables (reports and others technical documents) produced by consultant firms conducting activities such as sanitation and drainage master plan, feasibility studies, detailed design and supervision of works for infrastructures financed by the Project,

 

Provide, when required, technical services in the process of the selection of contractors for execution of the referred infrastructure works. This will include support by a procurement specialist in the detailed evaluation of proposals, and participation of specific specialists in evaluation panels if required,

 

Provide occasional technical assistance or support on specific areas of infrastructure design.

 
Provide legal and technical advice on contract disputes if required.

AIAS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: (a) General and specific experience in development of sanitation and drainage master plans, feasibility studies, detail designs and other related activities; (b) Specific experience in providing umbrella technical engineering services (c) Experience in working in developing countries.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 2011)] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture or sub consultants to enhance their qualifications.

 

A Consultant will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method set out in World Bank Consultant Guidelines.
