The World Bank intends to finance the assignment/services described below under a trust fund managed by its Water and Sanitation Program. The objective of the project is to reduce vulnerability to climate change –by developing adaptation plans for the Water Supply and Sanitation (WSS) sector at the case study sites of Ben Tre, Vietnam, and Lijiang, Yunnan, China, where poor communities live. The following services are expected as Deliverables under this contract: The Consulting firm will mobilize international consultant and national consultants Team to support the World Bank’s Water and Sanitation program, the Governments of Vietnam and Yunnan province in facilitating and guiding a collaborative process to: 1. Determine the potential climate change in the case study areas, 2. Identify the aspects within the WSS sector that are vulnerable to climate change at each of the two case study sites, 3. Determine potential impacts on these vulnerable areas because of the vulnerability of the WSS aspects, 4. Propose mitigation and adaptation measures that are possible at the case study sites, and 5. Perform outreach activities to inform key stakeholders of the need to take action, and give options and identify costs and benefits for these actions The key tasks to be performed that make up the scope of the consultancy are divided into two phases: Phase A, which will involve vulnerability assessment (items 1 to 3 above) for the case study sites, and Phase B which will focus on adaptation options(items 4 and 5) and their extension to national/provincial level. The selected firm will be expected to field a robust team of WSS technical, modeling, GIS, community stakeholder consultation, economic/financial, institutional/legal, and other specialists who will be able to deliver the required outputs within 52 calendar weeks. It is anticipated that the consultancy period will be from February 2010 and April 2011 and would entail the inputs of approximately 27 staff-months of locally and internationally recruited professionals.

Submission Requirements:

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants may associate to enhance their qualifications.

Expressions of interest must be delivered to the address below by December 23rd, 2009.
