The Government of the People’s Republic of Bangladesh (GoB) has received a credit from the International Development Association (IDA) toward the cost of the Dhaka Water Supply and Sanitation Project (DWSSP), to be implemented by Dhaka Water Supply and Sewerage Authority (DWASA), and intends to apply a part of the proceeds of this credit to pay for the Consultancy Services to provide technical assistance to the PMU, DWSSP of DWASA.’ under the project.
DWASA now invites eligible consulting firms to submit their Expressions of Interest (EOI) for providing the technical advisory services to the Project Management Unit (PMU) of DWSSP to achieve the following objectives:.
1. Implementation of the project efficiently
2. Follow up and review of services of different technical consultants including update/prepare a Waste Water Management Master Plan (WWMMP) for Dhaka City and (b) update/prepare a Storm Water Drainage Master Plan for Dhaka City.
3. Human Resources Development (HRD)
Specific scope of consulting service is as follows:
1. Support to the PMU, DWSSP to check and verify the data and information collected by consultants mentioned above.
2. Reviewing the deliverables submitted by consultants mentioned above.
3. Support to PMU in Human Resources Development (HRD)
Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The EOIs would be reviewed on the basis of the following to prepare a short list:
# Registration of Consultant
# Age of the Consultant in business
# Availability of key professionals
# Availability of resources
# Experience of the Consultant in similar task
# Experience of the Consultant in other tasks
# Support services of the Consultant
Consultants may associate to enhance their qualification, but should mention whether the association is in the form of a joint-venture or of sub-consultancy. In the case of an association, all members of such association should have real and well-defined inputs to the assignment and in such “association” it is preferable to limit the total number of firms including the associates to a maximum of four.
The consultant will be selected in accordance with the procedure set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published by the World Bank in May 2004, revised in October 2006 and May 2010.

The authority reserves the right to accept or reject any or all EOI proposals either in part or in full without assigning reason whatsoever.
Expressions of interest must be delivered to the address below by September 27, 2010.
EOIs received after the last date of submission will not be considered for short listing. DWASA will not be responsible for any delay in submission including delay due to postal or any other reason, whatsoever.
