DFID wishes to appoint a Service Provider (SP) to support the Facility for Oil Sector Transparency [FOSTER] in Nigeria. FOSTER aims to improve transparency and accountability in oil sector governance through Nigeria's core NEITI (Nigeria's Extractive Industries Transparency Initiative) institutions as well as other government, industry and civil society stakeholders by providing a blend of in oil sector oversight and accountability functions, build the capacity of NEITI for more effective communication of audits and other key information about oil sector governance. The contractor will provide technical/advisory assistance, day-to-day management support and will oversee implementation of this DFID funded programme (GBP 9M) for the full life of the project. The contract will be for 5 years including an inception phase. It is expected to start in June 2010. Full implementation will be subject to DFID Nigeria's funding approval of the inception period and forward work plans.

II.1.5) Short Description of the contract or purchase(s) DFID wishes to appoint a Service Provider (SP) to support

regulating them The contract will be governed by English Law. Prices are not required at the EOI stage, however

when required prices must be quoted in GBP and all payments under the contract will be made in GBP. DFID reserve

the right to annul the process and not award the contract. DFID does not provide advance funding, therefore,

consultants will be required to pre-finance all programme activities, before claiming reimbursement from DFID in

arrears.

submit full technical and commercial proposals. There is a the possibility of extension for up to a further 12 months,

subject to continuing needs and the satisfactory performance of the consultants. From 1 April 2001, all UK development

assistance has been fully untied, which allows suppliers from anywhere in the world to bid for DFID contracts. DFID will

not reply to any Expressions of Interest unless short-listed for Invitation to Tender. Suppliers should check the DFID

website for details of short-listed suppliers. Where circumstances require further extensions beyond the original contract
