ASSIGNMENT DESCRIPTION:
 
The World Bank intends to finance the assignment/services described below under a Healthy Mothers and Healthy Babies trust fund from the Bill and Melinda Gates Foundation.
 
The service is an impact evaluation study to investigate the overall impact of the Subsidy Reinvestment Empowerment Program (SURE-P); the effect of alternative incentives regimes to midwives on their retention rates; the effect of conditional cash transfers on utilization of MCH services; and the effect of community monitoring of essential commodities on incidence of stock-out of supplies at the PHC.
 
To better inform the design and implementation of these interventions, qualitative research relating to SURE-P midwife recruitment, deployment and retention will be carried out in selected areas. This will comprise a series of focus groups to investigate the following: appropriate monetary and non-monetary incentives for midwifes; factors that improve midwife retention rates; and common challenges facing midwives and suggested ways of overcoming such challenges.
 
In order to achieve this, the World Bank seeks to hire a Consultant (firm or consortium) to implement the focus group discussions. These will be carried out in both the north and the south, in geographically distant areas.

SUBMISSION REQUIREMENTS

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

2. Provide information on the technical and managerial capabilities of the firm.
3. Provide information on their core business and years in business.
4. Provide information on the qualifications of key staff.
