PT Pertamina Geothermal Energy (PGE) is expecting a grant from the Government of the Netherlands that will be provided through the World Bank, and plans to apply the funds towards the preparation of quality geothermal projects for implementation.

PGE now invites eligible consultants to indicate their interest for providing consulting services, and specifically for undertaking the following activities:

1. For three geothermal fields, undertaking environmental and social safeguards screenings and assessments, as per Government of Indonesia (GOI) and World Bank requirements.

2. Based on the outcome of the safeguards screenings and other assessments, PGE will select the most advanced field for preparing a complete environmental impact assessment (EIA) and environmental monitoring plan (EMP), Social Assessment and a Resettlement Action Plan (RAP) - all in compliance with both GoI and World Bank requirements.

3. Strengthening PGE's institutional capacity by providing on-the-job training to PGE's project team on preparing quality geothermal projects for implementation by providing methodologies and models for undertaking environmental and social safeguards screenings, and preparing follow up EIAs, EMPs, and RAPs as per GOI and World Bank requirements.

PGE invites eligible national and international consulting firms to indicate their interest for providing the services. Separately, PGE is undertaking feasibility studies for the same three fields. Firms can apply to be shortlisted for one or both of the assignments. However a firm can be selected for award of only one contract as there is a conflict of interest in being selected for the two assignments.

Firms may form associations with others to build teams with the appropriate qualifications and skills to carry out the assignment. Firms shall submit an Expression of Interest (EOI) indicating their qualifications to perform the services, i.e. presenting company profile, brochures, description of similar assignments in upstream and downstream development of geothermal projects over the last 10 years, qualification and competency of key staff and references.

The consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, (current edition). Please note that this is not a Request for Proposals. PGE will prepare a short list of consulting firms that are qualified to submit proposals, and contact the shortlisted firms directly.

Interested consultants may obtain further information at the address below, between 09:00 a.m.-17:00 p.m. local time each working day.

Expressions of interest must be delivered to the Procurement Unit of PT Pertamina Geothermal Energy (PGE) at the address below by the latest on 17 February, 2009 at 14.00 p.m. Electronic file submissions by email will be accepted as will hard-copies by mail.
