As part of collaboration between the Government of India (GoI) and UNDP, the project “Pathways for an Inclusive Indian Administration” (PIIA) is being implemented by the Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions (MoP) with funding from UNDP.
The PIIA project focuses on developing capacities of civil servants and on strengthening their enabling environment in view of a more effective, efficient, transparent and accountable Public Administration at National and State level that takes to heart the GoI objective of inclusion through an enhanced delivery of services to the marginalised and vulnerable. PIIA project takes an integrated approach that spans policy development, human resource management, and capacity development with its core activities focusing at National level institutional capacity and select State-level activities.
The PIIA Project is partnering with the Lal Bahadur Shastri National Academy of Administration (LBSNAA) and National Institute of Administrative Research (NIAR) in strengthening the capacity development of civil servants.
As the apex training institution for the civil service, LBSNAA provides foundation training to the officers of the Indian Administrative Service (IAS) and allied All India Services. The IAS officers continue their professional training and attend mid-career training programmes at the Academy for officers at various levels of seniority. The Academy also conducts ad-hoc training programmes in various aspects of governance and public administration. LBSNAA is organisationally and financially attached to the DoPT / MoP.
NIAR is an autonomous society constituted under the aegis of LBSNAA. Its mandate is to carry out research activities on major National policies and programmes with a view to disseminating knowledge and providing actionable policy inputs to the concerned Ministries in the Government of India.
This assignment is linked to the PIIA Project Output 2: Capacity Development for Inclusive Growth & Enhanced Service Delivery to the Marginalised. As part of its agreed Action Plan, the PIIA project is supporting the development of a 5-day Training Module on Governance for NIAR/ LBSNAA. The module will cover various relevant themes such as ethics, accountability, transparency, public service delivery, citizen centric initiatives, e-governance, decentralization etc.
The module will be used for training purposes for IAS officers at various levels from Foundation Training to Mid-Career Training Programmes (Phase III-V) and would need to be customized as per the specific requirements of each programme/course. The 5-day module needs to be structured in ten (10) individual half day sessions in order to allow the responsible NIAR/ LBSNAA course director to pick up the sessions of relevance. The sessions also need to offer a wide range of training content, delivery modes, audio-visual tools, case studies, reference/reading materials, etc. (see Figure 1) as some sessions would be used across the various levels (Phases I-V). In other words, the individual session modules need to offer content for a range of trainees from a basic introduction (Foundation Course) to an issue to discourse among expert practitioners (Phase V), depending on the topic. In the medium term, the stand-alone 5-day module would be used by NIAR/LBSNAA and other Central and State Training Institutions.
