The Millennium Challenge Corporation (MCC) and the Government of the Republic of the Philippines have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in the Philippines (the Compact). MCA Philippines (MCA-P) will fund the construction of the 220km Wright-Taft-Borongan-Guiuan Road in the provinces of Western and Eastern Samar. There are about 9,000 estimated number of structures (residential, commercial, shanties, public structures, water sources, etc) located within 10 meters of either side of the roadway centerline in the initial study undertaken for the purpose of determining the condition of the existing road. This initial estimate is currently being validated in consonance with the project policy of minimizing involuntary resettlement impacts. The roadway design will consider, in general, a Resettlement Corridor of Impact (RCOI) consisting of 6.1-6.7 meter carriageway width plus shoulder, drainage, and some additional distance on each side of the road to allow for the roadway construction and to provide clear zone improvement. Following this concept, the RCOI is estimated to cover only 6 – 7 meters from the road centerline. This is expected to significantly reduce the number of affected structures and persons. In this regard, the resettlement and demolition of structures are key peripheral sub-projects of the main road project. Resettlement Action Plans (RAPs) are now being prepared for this assignment.

MCA-P is gathering market information to assess several procurement related aspects regarding availability of local and international consulting firm(s)/non-governmental organization/other entities which will be engaged to provide consulting and non- consulting services for the implementation of the RAPs. The entities will support MCA-P, the Accountable Entity, and the Department of Public Works and Highways (DPWH), the MCA-P Implementing Entity, in the implementation of the resettlement program following the Resettlement Policy Framework (RPF) and the RAPs formulated based on the Millennium Challenge Corporation (MCC) Environmental Guidelines, MCC Gender Policy, World Bank´s Operational Policy on Involuntary Resettlement, and the Government of Philippines legal framework.

The entities should have had successful experience with implementation of resettlement assignments in roads or large infrastructure projects of similar scope and size. Resettlement experience in the Philippines or Asia is highly desirable.
