The National Health Insurance Scheme (NHIS) is an agency of the Federal Government of Nigeria established for the purpose of ensuring easy access to quality healthcare delivery by all Nigerians. The NHIS intends to invite eligible consultants to indicate their interest in providing their services by submitting a response to this Request for Expression of Interest (REOI). Please note that Consulting Firms may associate with other interested firms or individuals to enhance their qualifications. Firms that have been determined to be qualified through the evaluated results of this first stage may be invited to submit proposals for the Request for proposals (RFP) that will be issued at a later date.

REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR THE DEVELOPMENT OF AN INFORMATION MANAGEMENT SYSTEM

The National Health Insurance Scheme (NHIS) is an agency of the Federal Government of Nigeria established for the purpose of ensuring easy access to quality healthcare delivery by all Nigerians.

The NHIS intends to invite eligible consultants to indicate their interest in providing their services by submitting a response to this Request for Expression of Interest (REOI). Please note that Consulting Firms may associate with other interested firms or individuals to enhance their qualifications. Firms that have been determined to be qualified through the evaluated results of this first stage may be invited to submit proposals for the Request for proposals (RFP) that will be issued at a later date.

SCOPE OF WORK

1. Building an appropriate platform for a sustainable and effective scaling-up of NHIS:

a. Improving the legal regulatory, institutional and policy framework
b. Planning and designing the Information Management system
c. Reviewing current business practices and proposing new business practices to
ensure sustainability, efficiency and improved performance of the new system

2. Developing a realistic funding and financing plan for supporting the scaling-up:

d. Conducting a review of long term funding requirement and identifying funding
strategies and mechanisms for securing potential sources of revenues.

ELIGIBILITY FOR CONSIDERATION

Interested consultants must provide information on their expertise and experience with any prior similar assignments; experience in similar conditions; availability of appropriate skills among staff, etc. indicate that they are qualified to perform the services. Other eligibility requirements include:

i. Evidence of registration or incorporation with Corporate Affairs Commission (CAC);
ii. Current Tax Clearance Certificate of the company for the past three (3) years;
iii. VAT certificate;
iv. Evidence of compliance with Pencom Act;
v. Provide information on expertise and experiences with any prior similar assignment; experience in similar conditions; availability of appropriate skills amongst staff; organogram etc.;
vi. Bank reference from reputable banks(s)/evidence of financial viability
vii. Company audited account for the last three (3) years.

ASSESSMENT CRITERIA

The responses will be reviewed and those consultants deemed best qualified will be short-listed according to the following criteria:

a. In-house capacity (in Nigeria and global network) to complete all of the above four workstreams (a-d);
b. Successful track record in conducting similar multidimensional projects (policy reform in healthcare, health financing, IT and business improvement);
c. Appropriate experience in Africa and, in particular, in Nigeria;
d. Project leadership and core team credentials.

Please note: marketing brochures should only be provided as attachments and will not be considered as a substitute for written responses. Elaborate artwork is not required or encouraged.

SUBMISSION OF EOI

Two (2) hard copies of responses must be delivered at the NHIS Corporate Headquarters, in a sealed envelope and shall not exceed 10 pages. If the submitted responses exceed 10 pages, NHIS reserves the right to read only the first 10 pages. Copies of the responses should be sent to:

NHIS reserves the right to verify any information provided or to request additional information after REOI packages are received.

Submissions should be made on or before December 14, 2010 at 11:30 am. The documents will be opened on December 14, 2010 at 12:00 noon in the NHIS Board Room.

Representative of companies are advised to be at the opening.

The National Health Insurance Scheme reserves the right to reject any or all submissions.

Qualification Criteria

1. Interested consultants should provide information showing that they are qualified in the field of the assignment.
2. Interested consultants should provide information on the technical and managerial capabilities of the firm.
3. Interested consultants should provide information on their core business and years in business. 4. Interested consultants should provide information on the qualifications of key staff.
