The Peoples' Republic of Bangladesh intends to apply for financing from the World Bank(WB), Asian Development Bank (ADB), Japan International Coopration Agency (JICA),and Islamic Development Bank (IDB) towards the cost of the Construction of Padma Multipurpose Bridge Project, and intends to apply part of the proceeds for consultant services. This is a large consultancy assignment that among others includes: (i) Construction supervision of all major works, to be executed under the Project, as "Engineer" of all Contracts under the Project. The scope of construction supervision will include a full range of supervision activities, such as, but not limited to: quality control; progress monitoring and reporting; issuing interim/ final payment certificates; contract closing activities, including disputes/claims resolution/arbitration, if any; and issuing completion, taking over, or defect liability certificates. (ii) Designs of works, which may be needed during the Project for structures that have not been designed upfront and/or are needed during the Project for any reason including changes in designs, etc. (iii) Support to Bangladesh Bridge Authority (BBA) in implementation of Environmental Management Plan, and Social Development Action or Resettlement Action Plans. (iv) Project Management Support, including help in day-to-day management and administration, development and operation of financial management system, support in procurement of works, goods, evaluation of proposals, preparation of Project completion report etc. The consultancy assignment would be about for five years starting from the third quarter of 2010.
The components of the project: (i) a two level bridge of steel truss with composite concrete upper deck of around 6.15 km long with a 4-lane divided highway on the upper level and a single track railway line at the lower level including transition structures mainly viaducts; (ii) 2 toll plazas and service areas; (iii) about 12 km of 4-lane approach road, 2.00 km viaducts, culverts, small bridges, underpasses, service roads, service areas for construction management and tourism in post- construction phase; (iv) about 17 km of riverbank protection/training work in the form of Guide Bunds and Groynes/Spurs; and (v) about 5 resettlement (RS) sites. This is a multipurpose project and the bridge is to carry a high pressure gas mains, high voltage electric power lines and telecommunication line in addition to the road and railway. The estimated cost of the project is around US$ 2400 million. The engineering design and procurement of contractors for PMPB is currently being carried out by an international consulting firm engaged by the Bangladesh Bridge Authority. The construction is expected to commence from the third quarter of 2010. The works may be procured more than 3 packages which are still indicative and are to be finalized in consultation with potential financiers
Bangladesh Bridge Authority of the Ministry of Communications now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (e.g. brochures, descriptions of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate with other firms to enhance their qualifications, and, if association, should mention whether the association is in the form of "joint venture" or "sub-consultancy". It is preferable to limit the total number of firms in an association including the Lead Firm to 4 (four).
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 (Revised October 2006).
Interested Consultants are requested to submit 01 (one) Original and 03 (three) Copies of EoI to the address of the Project Director, PMBP given below. The electronic copy of the EoI in the PDF form may be submitted through email addressed to: firstname.lastname@example.org. The application should contain at least the following information:
(i) Background of the firm(s) with general and overall experience;
(ii) Firm(s) names (indicate the form of association "joint venture" or "sub-consultancy"; in case of a joint venture indicate the name of the partner in charge, as applicable), address, copy of the Registration Certificate with relevant professional bodies of the concerned Government, supported by latest / updated renewal and countries of operations (if the firm is registered and operating in several countries);
(iii) Availability of appropriate skills among staff. (List of professional staff and their current commitments);
(iv) Summary of experience of the firm(s) in similar assignments including design of the relevant structures and construction supervision. (completed during last 15 years and currently in progress with total cost of such projects and cost of consultancy services, dates of start and completion);
(v) History of litigation (if any) in courts or any arbitration proceedings;
(vi) Availability of resources and demonstration of capacity of handling such large assignment
