Project measures: The Calueque-Oshakati canal, which originates near the Calueque dam on the Cunene River in Southern Angola, conveys raw-water over a distance of more than 150km to various water treatment plants in the Central North of Namibia. It provides water to more than 800,000 people in Northern Namibia and will supply shortly additional 100,000 people in Southern Angola. Furthermore the Calueque-Oshakati canal is the major source for the Etunda irrigation scheme in Namibia. The canal is owned, operated and maintained by the Namibia Water Corporation Limited (NamWater). The canal faces severe losses, significant pollution and sedimentation problems which causes high costs for operation, maintenance and purification. The canal therefore requires at least rehabilitation or a replacement by a water pipeline to ensure the water supply for the connected population and irrigated schemes.

Requested consulting services:
The requested consulting services comprise the preparation of a Pre-Feasibility Study analysing the supply situation at the Project site, the water demand for water supply and irrigation purposes, verification of the most suitable water transport solution, specification of the core activities for preparing and implementing this option, climate proofing, cost benefit evaluation of the proposed solution as well as a cost estimate and implementation schedule for the overall project implementation of the prioritised option.

 

Participation is open to consultants experienced in this field and will follow the latest version of the „Guidelines for Assignment of Consultants in Financial Co-operation Projects“ (refer to homepage of KfW development bank www.kfw-entwicklungsbank.de). It is foreseen to award the services to an independent consultant experienced in the bulk water transport sector and with knowledge of the region with a minimum annual turnover of EURO 10 million or equivalent. Depending on the outcome of the Pre-Feasibility Study the tender for the subsequent Feasibility Study will be launched. Only consultants who were short-listed for the Pre-Feasibility Study will be invited to submit a proposal for the tender of the Feasibility Study. The studies will be financed by a Grant from the EU-Africa Infrastructure Trust Fund. The maximum budget for Pre-Feasibility Study implementation is 290,000 EUR.
