The Project for Agriculture Commercialization and Trade (PACT), Ministry of Agriculture and Cooperatives now invites sealed bids from eligible and qualified bidders for Supply and Delivery of following equipment to its offices at Maharajgunj, Kathmandu, Nepal as per details below.

Bidder may bid for one or more lots and offer cross discount. Bids will be evaluated by lot and the final award combination shall be determined based on the least cost to the purchaser taking into account any discounts/cross discounts offered.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, Revised October 2006, and Revised May 2010), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from Project for Agriculture Commercialization and Trade (PACT), mail@pact.gov.np and inspect the Bidding Documents at the address given below from 10:00 to 17:00 Hours during office days.

If the Bidder is manufacturer, it shall submit with its bid (i) a written declaration made by the Bidder stating that the Bidder is not ineligible to participate in the Bid; has no conflict of interest in the proposed bid procurement proceedings and has not been punished for the profession or businesses related offence, (ii) Joint Venture Authorization/Agreement (if any), (iii) Power of Attorney, (iv) Data on production capacity. If Bidder is local agent, then in addition to above documents required of the manufacturer whose goods are being offered the bids shall also include valid certificates of (i) Firm/Company Registration, (ii) VAT and PAN Registration, (iii) Tax Clearance (Up to FY 2008-09). A margin of preference for certain goods manufactured domestically shall not be applied.

A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address and upon payment of a non refundable fee NRs3,000.0 (Nepalese Rupees Three Thousands) or US Dollar 40.0 (Forty). The method of payment will be cashier’s check, or direct deposit to Deposit Account Number Sa Aa 132045/066 at Nepal Rastra Bank, Thapathali, Kathmandu, Nepal. If requested, the Bidding Documents will be sent by International Courier upon submission of an additional mailing fee of NRs3,000.0 or US$40.0 and a request letter of the Bidder at the address given below. However, the PACT will not be responsible for delay or non-delivery of the document so sent.

Bids must be delivered to the address below at or before 12:00 Hours (local time) on 28 August, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 12:30 Hours (local time) on 28 August 2010. All bids must be accompanied by a Bid Security of 2.5 percent of bid price in accordance with Clause 21 of ITB.
