The Government of Pakistan has obtained a credit from the World Bank for Water Sector Capacity Building Project. Part of the proceeds of the Credit would be used for financing the consulting services for preparation of Proposed Tarbela 4th Hydropower Project (T4thHP) to be implemented by the Water and Power Development Authority of the Ministry of Water and Power. The objective of T4thHP is to install hydropower plant on 4th tunnel of Tarbela Dam. The Tullen-4 is constructed with concrete with 45 to 36 feet diameter and it is about 3000 feet long. The current studies show that a power plant of about 1000 MW can be installed on this tunnel. Currently the dam has power units on Tunnels 1-3 with total generation capacity of 3478 MW.

The main objective of the proposed consultancy services is to support Water and Power Development Authority (WAPDA) in project preparation studies, preparation of detailed design, bidding documents and PC-I, including engineering, economic, environmental and social studies and construction supervision of all works and activities included under the Tarbela Dam 4th Extension Hydropower Project (T4thHP). These works will be carried out according to international standards, which will form the basis for project appraisal by the World Bank and the Government of Pakistan.

The consulting services are thus divided into two phases: Assignment A (Duration (18 months) covers support for the preparation of detailed design, bidding documents, PC-I and project preparation studies including investigation, technical and engineering, economic, financing as well as environmental and social studies and advance procurement activities; and Assignment B (About Duration 6 years inclusive 2 years Warranty Period) for construction supervision, contract management and support for project management and implementation of the environmental and social management plans. The contract for Assignment A would be financed from the proceeds of the Credit for WCAP. The contract for Assignment B would be financed from the World Bank after its approval.

The WAPDA now invites expressions of interest (EOI) from eligible consultants (firms) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar condition, availability of the appropriate skills among staff, etc). To prepare a short-list the EOIs would be reviewed on the basis of the following criteria and the short-listed firms will be invited to submit proposals.

  • - Registration of the firm
  • - Availability of appropriate skills among staff
  • - Demonstrated capacity to handle such assignment (Lead firm and)
  • - Experience in similar tasks

    Consultants may associate to enhance their qualification, but should mention whether the association is in the form of a "joint-venture" i.e. jointly and severally liable thus each firm in the JV should have capacity to carry out the assignments or of or of "sub-consultancy". All members of such an association should have real and well-defined inputs to the assignment, and it is preferable to limit the total number of firms in the association to three.

    Special Instructions:

  • - Incomplete/partial EOIs will be rejected
  • - Interested firm(s) must provide focused information demonstrating that they are qualified to perform the services.
  • - The authority reserves the right to accept or reject any or all of the EOI, or annul the EOI process at any stage whether and without incurring any liability to the affected applicant(s)

    A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006).
