The Government of Jordan (GoJ) obtained a loan from the International Bank for Reconstruction and Development (IBRD) anda loan and a grant from the French Development Agency (AFD) for the Regional and Local Development Project (RLDP). The developmentobjective of the project is to assist GoJ in promoting regionally balanced local development, principally through municipalitiesand other ancillary support institutions.
CVDB is one of the keyinstitutions in Jordan supporting municipal management and infrastructure investment.  As its name implies, it provides banking services to Jordanian municipalities, however, itis also the main agency appraising municipal investments and providing technical assistance to municipalities in financialmanagement and municipal planning.  It also plays a fundamental role in managing grantsprovided by international donors for investment in local infrastructure needs.
CVDB is seeking to hire a Senior Bank Management Advisor to be financed under Component 1 ofthe RLDP and for a periodnot to exceed 12 months.

The Dutiesinclude:

CVDB intends to select the services of a qualified consulting firm to carry out therelevant Tasks, The tasks will include butnot be limited to:

·        Conduct financial analysis.

·        Preparation of Strategic Plan.

·        Preparation of Business Plan.

·        Organization Structure.

·        Human Resource Analysis.

·        Governance and Law.

 

 

CVDB invites all interested Eligible parties (local, regional and international) to submit Expressions of Interestto provide the above consulting services. It is expected that the appointed consultant will have access to relevant local experience achieved either directly orthrough association. Joint ventures or consortia between international and Jordanian firms areencouraged. Consulting firms will be expected to have long standingexperience in the consulting of similar projects, andexcellent knowledge of bank development and restructuring, and institutional capacitybuilding.

 

Location andElapsed Time

 

The consultancy shall operate under the supervision of the RLDP Management at MOMA and CVDB.

 

Theduration of the assignment shall not exceed 12 months

 

The Proposals should include profiles and experience of the company/consortium leader as follows:

  • Company Profile: a statement of corporate capability including information related to all firms that will be part of the proposal including the leadconsultant identified.
  • Letter of Intent:anycombination of firms or consultants shouldprovide a letter of Intent toenter in to an agreement or under an existing agreement to provide the services
  • Project Experience:  Description of similar assignments emphasising experience in similar projects. For eachproject performed the consultant shall provide the name and address of the client, date(s) of execution, name(s) of lead andassociate firms and financing sources.
        The wining consulting firm of the bid will be responsibleof the cost of the advertisement in the  newspaper

    Expressions of Interest in 5 hard copies should be sent in sealed envelopes before 12 PM (local time)? November, 1st, 2012 to

Only short listed firms will be invited to submit Technical and Financial Proposals, and the selectionwill be done following Quality and Cost Based Selection (QCBS) according to the World Bank Guidelines on Selection ofConsultants (Guidelinesfor procurementunder IBRD loans and IDA credits) published by the World Bank in May 2004 .
