The Inter-American Development Bank (IDB), with the resources from the Sustainable Energy and Climate Change Initiative (SCI) will procure consulting services to support the Ministry of Energy and Energy Affairs (MEEA) of Trinidad and Tobago (T&T) in activities that will promote and support sustainable energy, renewable energy (RE) and energy efficiency (EE) programs, providing alternatives to minimize the dependency on fossil fuels. Particular focus will be given to Tobago in order to promote sustainable energy use. The consultancy will focus on the following areas: (i) energy policy and legislation reform incorporating sustainable energy use and carbon reduction in T&T´s regulatory framework; (ii) policy support in RE (RE potential, costs, financing needs, viability and implementation mechanisms for T&T; (iii) policy support for EE (EE potential and measures, technological options, implementation strategy and investment plan for their introduction in T&T); and (iv) development of RE and EE pilot projects, including in Tobago. The main activities to be carried out are expected to be completed between 2nd quarter of 2012 and 3rd quarter of 2013, effective at the time of signature of the contract. The work is to be done in the place of work of the consulting firm and T&T (although not all of the consultants need to be present in T&T at all times).

The Inter-American Development Bank (IDB) now invites eligible consulting firms or consortiums of international firms to indicate their interest in providing the services. Interested consulting firms must have proven general experience and specific expertise in previously-developed energy policy and energy legislation reform in the region or elsewhere (and with focus on RE, EE and corresponding pilot projects development) and a satisfactory track record with previously carried out consultancies. As a result of the EOIs evaluation, the IDB will shortlist six (6) consulting firms or affiliations, which are envisioned to present their Technical and Economic Proposals, using the Quality and Cost Based Selection (QCBS) method. The total sum of the contract is US$550,000 (US$ currency). The contract will be signed directly with the IDB and the consulting firm will work together with the IDB and the MEEA. Interested consulting firms must submit information establishing that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consulting firms shall send their EOIs with no more than ten (10) pages written in English language and including: (i) legal name of the consulting firm; (ii) legal representative properly authorized to sign the declaration for and on behalf of the Firm; (iii) address; (iv) telephone and fax numbers; (v) e-mail address of contact person and website; (vi) information about the consulting firm´s organization and its principal areas of expertise and activities; (vii) description of specific experiences in energy policy and energy legislation reform with focus on RE and EE as well as development of RE and EE pilot projects, especially in Latin American and Caribbean countries, within the last 10 years. For the information requested in (vii), the interested firms should provide as a minimum: a description of the activities under similar consultancies, the degree or percent of participation in the project, the execution period and dates, the level of responsibility held by the company in each project (technical, supervision or administrative responsibility), the country and region with the location of the project. The curricula vitae of potential personnel involved in the studies are not required at this stage.
Consulting firms may associate to enhance their qualifications and partner up with local consulting firms in T&T for the carrying out of these consulting services. Working language of the consulting services will be English and reports will therefore be presented in that language.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the selection and Contracting of Consultants financed by the Inter-American Development Bank (current edition) and is open to all eligible bidders as defined in the policies.
