The consultant shall work for inventorization of water sources in Uttarakhand using Global Positioning System (GPS) and their quantitative and qualitative assessment. The assignment involves a blend of conventional and advanced technologies. The prime requirement is collection of data for the sources of water at Gram Panchayat level, where satellite technology (satellite imaging of the area using Remote Sensing methods) can assist. But considering the requirement of tapping even the resources with very small geographical extent and limited availability of water, the data will be collected by extensive field work on the ground. Collecting the location with GPS will help in exact inventory of water sources, since it will give the latitude-longitude of the place. It will help in efficient management of the available resources in the state, as well as directing the personal for project execution related to various sector program schemes to be executed by all three line agencies i.e. Uttarakhand Peyjal Sansadhan Vikas Evam Nirman Nigam (UJN), Uttarakhand Jal Sansthan (UJS) and Project Management Unit (PMU) Swajal.

Mapping the data in GIS environment will provide number of functionalities, e.g. Coordinates (Latitude, Longitude and Altitude) of water sources. Exact elevation and distance of water source from nearby habitations, source discharge, water quality (bacteriological) in 10% of water sources already identified, Identification of problem areas, fixing of priorities for execution of projects, formulating the plans specific to an area or for entire state etc.

The study will also involve the analysis of data completed and recommended the strategies for water resource management. After having the comprehensive database and recommendation for sources to water for entire state, the department will be able to plan and implement its objectives and policies with better coordination and efficiency.

 Project Management Unit, Swajal Project, Uttarakhand now invites eligible consultants to indicate their interest in providing the Services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. [Such an "Association" may take the form of a joint venture (with joint and several liability) or of a sub-consultancy]. More specifically, such consultancy firms must provide information pertaining to (A) Name, address, fax/email of Consulting Firms along with ownership and organizational structure of the firm; (B) List of major assignments/studies undertaken with special emphasis on similar studies completed in recent years.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines : Selection and Employment of Consultants by Bank Borrowers May, 2004, revised October, 2006.

The Expression of Interest with the accompanying material should be submitted for the study with the Name of the study on envelope and should reach Director, PMU, Dehradun by 1500 hours on December 10, 2009.
